Responsibilities

The HR Operations & Payroll Specialist is responsible for managing day-to-day HR operations and the employee lifecycle, with a strong focus on end-to-end payroll processing for employees in the Philippines. The role requires hands-on knowledge of payroll computation, taxation, statutory requirements, and HR administration, while also providing recruitment support when required.

The HR Operations & Payroll Specialist carries out responsibilities as follows:

  • Independently manage the end-to-end Philippine payroll process, including payroll preparation, computation, validation, reconciliation, payment coordination, and statutory reporting.
  • Perform and independently verify payroll and withholding tax calculations, with a strong understanding of the underlying calculations rather than relying solely on payroll systems or third-party payroll providers.
  • Calculate and validate salaries, allowances, overtime, bonuses, incentives, deductions, adjustments, leave-related payments, 13th-month pay, final pay, and other payroll-related transactions.
  • Calculate and validate statutory deductions and contributions, including BIR withholding tax, SSS, PhilHealth, and Pag-IBIG, in accordance with applicable Philippine regulations.
  • Perform payroll reconciliation, identify and resolve discrepancies, and respond to employee payroll-related queries.
  • Manage payroll-related statutory filings, year-end requirements, records, reports, and supporting documentation.
  • Coordinate with Finance, banks, external payroll providers, and relevant government agencies as required while maintaining hands-on ownership and accountability for payroll accuracy.
  • Handle HR administrative tasks throughout the employee lifecycle, including hiring, onboarding, employee changes, benefits administration, employee records, retention, and offboarding.
  • Provide recruitment support as needed, including sourcing and screening candidates, coordinating interviews, supporting the offer process, and facilitating pre-employment and onboarding activities.
  • Work closely with hiring managers and relevant stakeholders to support recruitment requirements and ensure a smooth candidate-to-employee transition.
  • Ensure the effectiveness of internal HR workflows and day-to-day HR administrative processes.
  • Ensure compliance with Philippine labor laws, employment regulations, payroll regulations, and statutory requirements, and maintain up-to-date knowledge of relevant legislation.
  • Maintain accurate and confidential HR and payroll data and records in accordance with applicable laws, regulations, and company policies.
  • Support HR and payroll reporting, audits, statutory filings, and other HR operational requirements.
  • Perform other duties as assigned.

Qualifications

  • Bachelor’s degree in Human Resources, Business Administration, or a related field.
  • At least 5–7 years of relevant experience in HR Operations, with hands-on exposure to payroll, employee administration, and recruitment.
  • Proven hands-on experience independently managing end-to-end Philippine payroll is required.
  • Strong practical knowledge of Philippine payroll and withholding tax computation, with the ability to independently calculate and validate payroll and tax when required.
  • Strong working knowledge of BIR, SSS, PhilHealth, Pag-IBIG, 13th-month pay, final pay, and other Philippine statutory payroll requirements.
  • Hands-on recruitment experience, including candidate sourcing and screening, interview coordination, offer support, and onboarding.
  • Thorough knowledge of Philippine labor and employment laws and regulations.
  • Experience managing HR processes throughout the employee lifecycle.
  • High level of accuracy and attention to detail, particularly when handling payroll calculations and employee data.
  • Ability to act with integrity and professionalism and maintain strict confidentiality.
  • Strong organizational and time-management skills with a proven ability to manage multiple priorities and meet deadlines.
  • Good communication and interpersonal skills, with the ability to work effectively with employees, hiring managers, Finance, external providers, and other stakeholders.
